1. First, I don't think there is such thing as "totally equal" in Vietnam. There are always people who wants to take advantage of others and harming others for their own benefits. That just automatically make them not equal to the rest of the population. And secondly, life is almost impossible to be perfect, because people are very different from each other, some like this, some like that, nobody can have all they want. 
2. Laws contain a lot of different sections, and I'm not going to spend twelve hours on them, but I'll tell you some basic ones. First, no bribing, because bribing only divide people into classes, not make them equal to each other. Second, people with more intelligent will have to help others with less intelligent as much as they can. That's the only two rules I could think of. 
3. Well, I am NOT going to do what the Handicapper General did to the people of the United States in the story Harrison Bergeron. I think I'm going to invent things that will help people who were less capable more capable. For example, a machine that will stick behind their heads, and it will help them think deeper about the problems that they're facing. With athletics, a machine that will stick onto their bodies, it'll help them use their muscles better. 
4. People will try to break the law because they don't want to be the same as everyone else. And they'll see it as unfair to them, because they have the ability to do better but they can't. Some will even take advantages of others to benefit themselves without anyone knowing it.
5. I don't believe that equality between all people is possible, because there were always people who are better than others and that will help make the society better.
6. I would think of North Korean citizens who are living under the rule of a dictator. Because everyone is equal, but in term of money. And I also think of Vietnam now is similar to that world, because even there are people who are extraordinary in Vietnam, they don't have the opportunity to be that great, they were forbidden to use their creativity in Vietnamese schools when they were young
